  1. Ok how about it's a group of kids in secret group that poses as surfers. Their job is to bring in or stop the draki or dragons. Of course there will be two from each group to fall for each other. Am I close? :D

    1. I believe the book is set in hawaii where some kind of secret paranormal societ takes place and all the members are libras or they specialize in something that has to do was astrological signs.

  8. Hawaiian mythology. The main characters are secretly some sort of Hawaiian god of the sea and are learning how to surf, plus, they're found out by some sort of secretly hidden government agency. O_o

So, surfers or some aquatic mythological creature + secret orgs = like a scret organization of water creatures or descendants of aquatic creatures... add in the Justice or "maintaining balance in the world"part.. and you get like an ancient secret organization of enforcers that govern the aquatic creatures as well as protect them and the humans, maintaining the balance of their world and the human one... I mean, its a guess :)
